Stanley Gines

President, Owner, Project Manager, Estimator

Stanley Gines is the President and Co-Owner of United Constructors of Texas, which he co-founded in 1997. With over 47 years of experience in the construction industry, Stanley specializes in ground-up construction. He plays a critical role in every stage of the company’s operations, from estimating and budgeting to project execution and closeout.

Stanley is known for his high standards of excellence and dedication to delivering projects that exceed client expectations. He’s responsible for new project procurement and developing and implementing construction strategies and schedules, including project budgets and cost tracking. He provides project managers with the most up-to-date information to effectively communicate job requirements to their crews and works closely with stakeholders to ensure a smooth closeout process. Stanley sets high standards of excellence across the company to ensure customer satisfaction on every project.

Stanley is a trusted mentor within the construction industry. His dedication to teaching and developing the talent and skills of project managers and superintendents directly supports the quality and reputation for which United Constructors is known.

Outside of work, Stanley is an avid hunter who loves spending time outdoors, but his favorite moments are those spent with his wife, grandchildren, and his monkey, Lola.

Joe Owens

Vice President, Owner, Project Manager, Estimator

As Vice President and Co-Owner of United Constructors of Texas, Joe Owens brings extensive construction industry knowledge and leadership to the team. For the past 28 years, Joe has worked alongside President Stanley Gines to build United Constructors into a respected name in commercial construction across Texas. His deep industry insight and attention to customers’ needs earned him the trust of long-standing clients and helped foster numerous repeat business opportunities.

Joe’s responsibilities include securing new projects, managing project budgets, project estimations, and construction strategy oversight. He communicates clearly and consistently with project managers and stakeholders to reach project goals while adhering to budget controls to provide successful contract closeouts. His attention to detail and construction risk mitigation strategies make him a reliable partner on even the most complex builds.

Before his construction career, Joe served honorably in the U.S. Army from 1980 to 1984. The discipline and leadership he developed during his military service continue to shape his work ethic today. His integrity and team-first attitude have made him a cornerstone of the United Constructors leadership team.

Joe is an experienced hunter and finds peace fishing in his pond. His favorite role is that of Grandpa. Joe cherishes every moment spent with his grandsons and family.

Michelle Owens

Office, HR, and Accounting Manager

Michelle Owens has been a driving force behind United Constructors of Texas since its founding more than 28 years ago. As the Office, HR, and Accounting Manager, Michelle wears many hats, each crucial to running daily operations smoothly and efficiently. Her work behind the scenes supports every project that United Constructors takes on.

Michelle oversees all accounting functions, ensuring accuracy in budgets, invoices, payroll, and financial reporting. She also manages contract administration and ensures the office remains well-organized.

In addition to finance and contracts, Michelle manages employee benefit programs and is the point of contact for HR matters. Her approachable nature and people-first mindset help cultivate a positive work environment where she prioritizes United Constructors employees’ needs and ensures everyone has the necessary tools for success.

Michelle’s attention to detail and commitment to excellence demonstrate the same standards upheld across the company. She is a vital leadership team member and contributes to United Constructors’ long-standing reputation for reliability and professionalism.

Michelle enjoys spending time with her family outside work, especially her grandsons.

Steve Williams

Vice President of Interior Construction, Project Manager, Estimator

With over 40 years of experience in interior construction, 25 focused on managing and supervising commercial construction and medical design projects, Steve Williams is a seasoned leader at United Constructors of Texas. Since joining the company in 2010, Steve has served as Vice President of Interior Construction, specializing in commercial and medical design project estimation and management.

Steve’s role fully oversees commercial lease spaces, restaurant builds, and medical office projects. From estimating and negotiations to construction administration and financial management, Steve ensures that every aspect of a project aligns with client expectations, timelines, and budgets. His hands-on experience and certification in “Fire Prevention and Life Safety for High-Rise & Hotel” (City of Houston, 2010) equip him with the specialized skills to handle complex and code-sensitive projects.

Collaboration is at the heart of Steve’s approach. He works closely with customers, architects, and engineers to address challenges early, resolve issues quickly, and deliver exceptional results on time. His problem-solving mindset and strategic planning help United Constructors maintain high-quality and client satisfaction standards.

Outside of work, Steve is a lifelong drummer and passionate family man. He especially cherishes time spent in the pool with his grandkids.

Richard Owens

Vice President, Project Manager, Estimator

Initially joining the company in 2004 as a superintendent, Richard Owens has advanced to Vice President, Project Manager, and Estimator, earning a reputation for outstanding customer service, technical expertise, and consistent project delivery.

During his seven years as a superintendent, Richard managed field operations for commercial construction projects, overseeing subcontractors, crews, and site logistics. He conducted daily job site meetings and safety audits, ensuring compliance with OSHA standards and delivering builds under tight deadlines.

Since transitioning to Project Manager and Estimator in 2012, Richard directs the complete project management lifecycle on ground-up builds, tenant improvements, and exterior renovations. He oversees budgets, manages pre-construction planning, and maintains detailed CPM schedules. As the primary client contact, Richard ensures each project runs smoothly, aligns with scope, and meets deadlines.

As an estimator, Richard excels at detailed quantity takeoffs, scope planning, and accurate budgeting. His collaboration with architects, engineers, and owners during preconstruction ensures every project starts strong and ends successfully. He also creates hard bids and client proposals. Richard’s experience in multiple roles within United Constructors gives him a unique insight into operations, team dynamics, and solving practical challenges that elevate project quality at every construction process step.

Richard enjoys hunting and spending quality time with his wife and sons.

Joe Binning

Project Manager, Estimator

Joe Binnig joined United Constructors of Texas in 2011, bringing over 35 years of construction industry experience to the team. As a Local Union 1281 Carpenters Apprenticeship graduate (Anchorage, Alaska, 1995), Joe has worked on various projects spanning commercial retail, military bases, schools, medical facilities, government buildings, luxury hotels, and oilfield facilities.

Joe specializes in design-build and new concept construction for interiors, exteriors, medical facilities, restaurants, and remodels. He’s known for his ability to handle projects from start to finish, including estimating, value engineering, scheduling, and construction execution. Joe has a talent for turning client visions into tangible results, always maintaining high standards of workmanship and communication.

Among his achievements, the Heights Association awarded Joe Best Commercial Remodel for the Ruggles Green project on 11th St. and Studewood in Houston, Texas. This recognition exemplifies his ability to blend technical precision with creative application.

His strong estimating skills and hands-on experience keep projects on budget and schedule, while his collaborative approach ensures project owners, subcontractors, and the design teams maintain effective communication.

When he’s not managing projects or creating accurate estimates, Joe enjoys spending time with his wife and two children, and is an avid hunter and fisherman.

Paulina Tovar

Project Coordinator

Since joining United Constructors of Texas in 2011, Paulina Tovar has proven to be an integral part of the project management team. As Project Coordinator, Paulina’s highly driven personality and results-oriented mindset bring organization, precision, and a people-first focus to every job she supports. Her role ensures seamless coordination between owners, design teams, and subcontractors, making her the glue that holds complex projects together.

Paulina holds a Bachelor’s Degree in International Business from the University of Houston–Downtown. Her business education, natural leadership, and attention to detail equip her to handle the administrative responsibilities that keep construction projects on track.

Her responsibilities included managing all documentation, including subcontracts, submittals, RFIs, plan revisions, and change order tracking. She coordinates utilities (water, gas, and electricity), schedules and facilitates weekly progress meetings, maintains communication logs, and prepares OAC agendas and progress reports. Paulina also ensures that projects meet local AHJ requirements, obtains all required approvals, and owner acceptance for successful project closeouts.

Paulina is a dedicated Sunday school teacher outside the office and enjoys spending quality time with her husband and two daughters.
